Public Access Easements
Donkey Terraces Remote Recreational Site Area
Yentna River, Matanuska-Susitna Borough

Proposed Project and Location:
In accordance with the provisions of AS 38.05.850, the Department of Natural Resources, Division of Mining, Land and Water, Southcentral Region Office is considering the authorization of four discontiguous public access easement routes across state-owned, DMLW managed lands within the Donkey Terraces Remote Recreational Cabin Sites (RRCS) Staking Area. The access easements will serve private parcels which have been selected by individual participants in the Department’s RRCS land disposal program. Easement alignments are proposed as follows:
A. Approximately 4,295 ft. long X 100 ft. wide area in the W ½ of Section 1, Township 24 North, Range 13 West, Seward Meridian. The easement will begin at a point along the northern bank of the Yentna River and connect with a North-South running Section Line Easement which runs through the land disposal project area (see attachment) and will occupy 9.85 acres, more or less.
B. Approximately 1,600 ft. long X 60 ft. wide area in the NE ¼ of Section 26, Township 25 North, Range 13 West, Seward Meridian. The easement will provide an access route between an unnamed float-plane landing lake and two private parcels situated in Sections 23 and 25(see attachment) and will occupy 2.20 acres, more or less.
C. Approximately 5,150 ft. long X 60 ft. wide area in the N ½ of Section 25 and the SE ¼ SW ¼ of Section 24, Township 26 North, Range 13 West, Seward Meridian. The easement will provide an access route between a North-South running Section Line Easement which runs through the land disposal project area and a private parcel situated in Section 24 (see attachment) and will occupy 7.09 acres, more or less.
D. Approximately 2,800 ft. long X 60 ft. wide area in the NE ¼ Section 21 and the NW ¼ Section 22, Township 26 North, Range 13 West, Seward Meridian. The easement will provide an access route between an unnamed float-plane landing lake and two private parcels situated in Sections 21 and 22 (see attachment) and will occupy 3.85 acres, more or less.
The combined acreage for all four Donkey Terraces RRCS public access easement segments described in this notice is 22.99 acres.
Comment Period and Additional Information:
Members of the public and interested parties are invited to comment on this proposal. The Division Of Mining, Land and Water must receive written comments addressed to the Southcentral Region Office, 550 W. 7th Ave., Suite 900 C, Anchorage, AK 99501-3577 no later than 5:00 pm on October 15, 2010. Comments and questions may be directed to the attention of Cynthia Zuelow-Osborne: telephone 907-269-8575, e-mail Cynthia.Zuelow-Osborne@alaska.gov. In order to be full consideration, all comments should clearly explain the facts on which they are based and how they pertain to the proposed action. Following the comment deadline, all responses will be reviewed and the Department’s decision on the matter may be modified as a result of information received.
